PEMEX is heavily indebted (capex down), no nationwide rollout. Laser-focus the highest-bleed arteries (Tula-Tlahuelilpan, Hidalgo; Tierra Blanca-Omealca-Tres Valles, Veracruz), reusing dark fibre already in the ground (no new trenching).

Revenue model

Monitoring-as-a-service (integration fee for interrogator + edge-AI); recurring per-km monthly fee (shifts PEMEX from capex to opex); bundled 24/7 control-room alerting.
