Why now

The loss is large, growing, and a state priority. The regulatory framework already mandates the data that makes AI detection actionable.

Mandatory volumetric controls

Annexes 30, 31, and 32 of the Resolución Miscelánea Fiscal require anyone transporting, storing, distributing, refining, or selling hydrocarbons to measure and report. That data is the raw material for detection.

CFDI Hydrocarbons complement

From 24 April 2026, invoicing is conditioned on validation of seller permits and fuel origin, extending fiscal traceability across the chain.

National traceability
